I agree, you definitely do not have small eyes. To focus on the eyeliner problem, yeah the black is just a bit too heavy, just find a lighter brown that's not quite so dramatic. A good trick is to only bring the liner about halfway across your eye (on the bottom) so that the inner half is still flesh leaving an appearance of larger eyes. You also might want to try a small line of liner on the top as well to open your eyes rather than just to attract the attention downward.
