HOW DO I GET SOCIAL SECURITY NUMBER CLEARED BY CHILD SUPPORT?

I recently found out that a person who has my first and middle name ,is incarcerated for life,but used my social security number for a child support case,now I cannot get a pport to go on honeymoon trip,due to child support he owes,how do I get the state to clear my name?
